Rajkumar.R proposed the following answer:
You can use another computer having ubuntu installed in it.

Install a package known as APTonCD in the computer with ubuntu and
internet connection. Then install all required packages in that system
and later you can make a complete package backup into a disk by forming
a local repositary using APTonCD.
