This question is poorly asked here on Launchpad as there is nothing we
can do.  Bans like this (open proxy) are clearly explained on freenode
and it is there policy to do so.  If you go to http://www.freenode.net
you should get more information about this.

Also it's never a good idea to post a new reply to such an old question
as it's been lost and many of us will never see them, best to post a new
question.
