actionparsnip proposed the following answer:
Does this happen for all users. You can make one in recovery root
console if you are unable to as your current user

Reboot, press ESC when grub loads and select recovery mode, then select
root

You can then run these commands:

adduser recover
passwd recover

you can now run:

shutdown -r now

and log on as 'recover' with whatever password you defined (you can use
any username you wish, I just chose 'recover' as an example)

Log in as the new user. If the system is fine, then your other user
profile is bad. If its just as bad then your system is to blame.
