Arnaudus, that URL you gave doesn't really answer the question.
archive.ubuntu.com is not packages.ubuntu.com.  We're not seeing a
release, the mirrors are working fine and with good speed for me.  But
the website http://packages.ubuntu.com is flakey.  This is a recent
phenomen and has nothing to do with the year-old forum link you posted.
