Anything you connect to on the internet has to know your public IP address
(to see where to send the reply, if you like). That includes this website. A
hacker would need it, but it's not particularly secret (any website you
visit can see it). Depending on your ISP, you might get a different IP
address every day, anyway.
Webcam: I searched google a bit, and found that. Easycam is apparently only
for an older version of Ubuntu. What program are you using to test it?
