Ville Aine proposed the following answer:
This appears to be a bug in kompozer-dev package. Until the bug is
fixed, you have two options:

  1) Remove kompozer-dev package if you don't need that, and then
install libnspr4-dev

  2) Install libnspr4-dev using dpkg and force it to overwrite the /usr/share/aclocal/nspr.m4 file.
      This is evil and possibly harmful, but it ought to work:

      Run in terminal: sudo dpkg -i --force-overwrite
/var/cache/apt/archives/libnspr4-dev_4.7.3-0ubuntu2_i386.deb
