I would say this is not a problem anymore and you can close the bug. 

But I have to say that I stop using scribus from ubuntu repositories
long time ago because of this problem and because the package was and
still is outdated.

So instead, I have used an up-to-date package from the repository above
http://debian.scribus.net/debian/ (scribus 1.4.3), and currently use it
from https://launchpad.net/~ubuntuhandbook1/+archive/ubuntu/ppa (scribus
1.4.4)

  issues with oriented text

Status in “scribus” package in Ubuntu:
  Incomplete

Bug description:
  Current version of scribus in ubuntu (1.4.0.dfsg+r17300-1ubuntu1)
  suffers of oriented text not being correctly displayed. In contrast
  current version from Scribus repository doesn't suffer of this problem
  (scribus_1.4.0.dfsg-1 in http://debian.scribus.net/debian/).

  Given that 1) users may not know of the scribus repository, and 2) the
  scribus repository doesn't include yet packages for precise, I would
  encourage ubuntu packagers/maintainers to see whether this is a bug in
  packaging or if instead the scribus package needs to be upgraded to
  current stable version.
