Public bug reported:

I got a pretty obscure bug which caused an orphan icon to be lodged in
the start menu. (i think its called xfe4)

Steps to reproduce:

-install handbrake
-make a new starter in the start menu, (in the category video production)
-remove handbrake

behaviour:
- when you open the start menu, custom starter is still shown.
- when you EDIT the start menu, starter is no longer visible.

expected:
- The starter should still be visible when editting the start menu.

OR:
- The starter should be removed, as it no longer has a target.
