[Bug 1450233] [NEW] Images with layer groups cannot be converted to Indexed

Public bug reported:

Any images with layer groups cannot be exported as GIF because they
cannot be converted to Indexed mode.

Why exactly Gimp refuses to convert them to Indexed mode is unclear.

To test this yourself:
* Create a new RGB image
* Add a layer group
* Put some layers in the group
* File>Export>GIF

The attached image can also be used to demonstrate. Simply open it in
GIMP and try to export as GIF.

Problem confirmed on Gimp 2.8.10.

** Affects: gimp (Ubuntu)
     Importance: Undecided
