First let me apologize for any apparent disrespect for the LyX developers. For me, LyX has been a godsend compared to pure Latex. I am constantly amazed at the ever increasing quality of LyX. I think I have even donated $ to the LyX effort. My hat is off to you guys and gals developing Lyx! 

In my bug report, I accidentally copied part of an email sent to an
editor at Springer, with the intent of getting Springer involved with
LyX. All Springer provides right now is the svmono class for pure Latex,
which seems pretty archaic. The rest of my email extolled the virtues of
LyX. I am hoping I can get Springer to take LyX seriously and include
LyX info in their instructions to authors. I have used Lyx for about 10
years and I cannot imagine why any author would use pure Latex when LyX
is available.

I am somewhat of a digital dinosaur, so I don't know if I can provide
any further info of use. I am using LyX 2.1.3 on Mac OS 10.8.5. However,
as you noted I first complained two years ago, so I don't think the
problem is connected to the LyX version or the OS. My amateur guess is
that the svmono layout does not count the sections correctly. I
contacted the person who wrote the layout and he said he had the same
problem that I do (go figure). I don't know why I did not follow up 2
years ago when I got a reply from a LyX developer. I think I was
embroiled in finishing up a contributed book chapter and just let it
slide.  Now I am getting to the point in my own book where having svmono
work correctly is starting to be important. Right now, I compose using
the book class Memoir and then switch to svmono to print the pdf.
Springer has some particular format requirements and I don't want to
have to go back later and correct things by hand.

I will fall all over myself to help with fixing the bug. Just let me
know what you want me to do.

Bug description:
  I am writing book with Springer. I have a problem trying to use svmono with Lyx that I think could easily be fixed by the LyX developers. I have asked them, but I have not gotten any response. Maybe if someone from Springer contacted them they might take the request seriously. The problem is this: 
  In the LyX/Latex source code (not the typeset version) the section numbering does not update with the chapter. For example you get

  Chapter 1
  	Section 1
  	Section 2
  Chapter 2
  	Section 3
  	Section 4
  …etc

  I would like to have

  Chapter 1
  	Section 1
  	Section 2
  Chapter 2
  	Section 1
  	Section 2
  …etc
  -------- OR --------
  Chapter 1
  	Section 1.1
  	Section 1.2

  2Chapter 2
  	Section 2.1
  	Section 2.2
  …etc
