[Bug 1189250] [NEW] Consider depending on account-plugin-facebook, -flickr, -google

Public bug reported:

As part of efforts to reduce the Ubuntu GNOME iso size and fix bug
1040193, I demoted Shotwell's recommends on account-plugin-facebook,
account-plugin-flickr, and account-plugin-google to suggests.

https://launchpad.net/ubuntu/+source/shotwell/0.14.1-0ubuntu3

While the Ubuntu image isn't affected, I see that Ubuntu Studio includes
Shotwell but I don't think has any other dependency on Ubuntu Online
Accounts.

A side-effect is that Shotwell's Publish dialog is not as useful; I
think it's even a bit broken. If you explicitly depend on those
packages, then things will be back to normal again. (Although you may
want to recommend libqt4-sql-sqlite as a hack from Ubuntu to not have
the bulkier libqt4-sql-mysql on your ISO.)

On the other hand, perhaps the size savings of not needing libqtwebkit
and the other Qt libraries may motivate you not to add those
dependencies.
