[HG UFL] Cleanup in elements.py. Added tests for element construction.

Work on finiteelement.py:
 - Add functionality for registering new elements
 - Add all standard elements
 - Lots of modifications all over the place ;-)

The module ufl_io was missing so I haven't tried any
of the new code. It surely does not work.
