[Bug 1245093] [NEW] Clock just halts for an hour when switching from daylight savings time

Private bug reported:

On Ubuntu 13.10 using NTP I observed the clock to just freeze for one
hour at 1:59 on 2013-10-27 (switch from daylight savings time to
standard time) when instead it should run until 3:00 and switch back to
2:00 in that second. Unity's date and time settings window still shows
the correct time.

GNU date also outputs the correct value, it seems to only affect the
indicator.

** Affects: indicator-datetime
     Importance: Undecided
         Status: New

** Information type changed from Public to Private
