[Bug 1370399] [NEW] Indicator network crashes on first boot *every* time (wipe your phone and see)

This happens every time I wipe my Nexus 4. I'm just wrestling with
apport-retrace right now.
This means that the initial setup wizard can't connect to a WiFi
network, and you have to reboot your phone.
