There's no reason that quality sound themes that don't get chosen for the default install couldn't be distributed in universe. We already offer the community-themes package with GTK+ and Metacity themes contributed by the community. As the person doing most of the packaging end stuff for community-themes, I'd be willing to do the same for a community-sound-themes package. - Andrew SB
