I like the idea but if you are going to have both at the bottom why not
have both at the top too? maybe make it configurable. Like you can move
the window decoration buttons around with gconf-editor
(close,minimize,maximize:) maybe there could be a setting:
 normal - up:down
 your first option - :up,down
 your second option - up:up,down
 both - up,down:up,down
