I'm not speaking for Canonical, but I think for Oneiric there will
probably not be this feature. For P(erfect) P(enguin), I'm not sure
they will have time, but I'm sure (really sure) that if someone submit
a good patch to include this (well documented / tested I suppose) they
will be happy to use it. If a Canonical Employee can confirm that ;)...
Unfortunately, I'm not a dev, but I think it shouldn't be very
difficult to do.

While we're at it, the old theme/icon changer dialog was much
much better, with instant previews, and the ability to drag/drop
theme packs. It looks like gnome is reluctant to add that back.
In that case, Is there any way the old functionality can be added
back?

I agree, actually the only way to do that is with
gnome-tweak-tool. I don't understand way Gnome didn't include some
options for tweak desktop's appearance.
Anyway, maybe Canonical will include some option, like theme's one.
