This is also a feature beyond privacy. People with expensive data
plans may want their Ubuntu to be offline until explicitly told

I assume people with expensive data plans will turn it off in the network indicator when they're not using it? *Lots* of services may touch the network during idle or low activity, not just the music lens.

If the musicstore scope still tries to issue searches when there is no connection then that's a bug that should be filed.
