Quit and Close should be treated in a distinctive manner, this is important to the mental equivalent of holding on to an appliance and putting an appliance back into the tool shelf.

I think you are right. It would be nice if applications that support both close and quit, such as Rhythmbox, had both entries in their quicklists so you do not have to open the application window again to quit.
