I too find this incredibly frustrating. Especially as my laptop has
hardware volup/down buttons. When volume is set via the settings panel
to 120% (due to quiet microphone at the other end of a Google Hangout
for example), and I switch to music I turn it down with those buttons.

The indicator makes it clear to me that I'm going from 120% to 100% by
flashing at me without moving (which is a bit sucky in itself)  and I
can dial the volume down to an acceptable level. However I can't then
dial it back up to where it was.

Having one button for "make it quieter" work and the opposite button
for "loud" not work seems sub-optimal. If I've gone beyond 100% it
should let me do it repeatedly, not require 4 mouse clicks or numerous
keyboard presses to do it.
