Precise, explicit and clunky.

If we may assume that the user can deduce the available command, given a description of state with a hint, it could be:
"Wi-Fi is switched on."


BTW, in cases where such boolean toggling makes its way into the HUD, it should be considered to avoid toggle actions ("whatever it is now, switch to the other"), to rely on pairs of stateless actions ("set foo to off", "set foo to on"). This way, the user can just issue the command that makes sure they end up with the desired state, without checking/recalling the current state, first.
