István Váradi confirmed that the question is solved:
If I modify the code to create the menu items in menu_normal() like
this:

self.city_show = Gtk.MenuItem("X")

for all such initially empty items, it works properly. I am not sure
what the real solution should be, perhaps force some relayout of the
menu in show_new_weather_data() and show_cached_weather().
