Starting with trunk r6821 [1], Boost signals is no longer required to build Widelands. I've therefore removed it from the list of build dependencies. (Basically because it shouldn't spend time effort on downloading/installing packages which are no longer needed)

I am not sure if this branch is used beyond the PPA builds, but if people want to wait until build 18 is out before merging this in case someone wants to use it to repackage build17, it can of course wait. :)
