I am unhappy with this change.

There are two different map movement features:
1. Move the map without zooming (just move the map)
2. Move the map with zooming (zoom out, move, zoom in)

I thought this change will only affect the 2. feature. I totally agree that this feature is an option, but disagree disabling feature 1 with this option.
