File a bug ?
You got it.
Fwiw, for anyone interested in debugging such issues, the key things to
look at in this sort of situation is the make.log, which is found
at /var/lib/dkms/*/*/build/make.log, and `dkms status`. These can help
flag if the problem is that the nvidia (or fglrx) kernel module did not
build or install properly.
(In theory apport should be including both of these things automatically
when filing bugs via `ubuntu-bug xorg` however I'm not seeing evidence
that it is, and I need to figure it out. If it doesn't attach it in a
bug you file, it'd be good proprietary driver tester practice to attach
that info manually.)

Ok, I give up. I cannot get a working installation of Lucid on this machine. BTW, it was not the installation of the nVidia driver that messed it up. I deleted the Lucid partitions and reinstalled Lucid alternate CD. Then, when it attempted to reinstall the nVidia driver, I declined. I attempted to reboot Lucid and it will not boot.
It is strange that it boots successfully at the end of Lucid installation, but then, even with no changes, it will never boot again.
It appears that I cannot participate in this testing effort.
