You are right about the version in Ubuntu Precise. As far as I can see
you have the following options to update Xpad.
Upgrade to a newer version of Ubuntu, ie. 13.10.
This will provide newer repositories and therefore Xpad 4.1.1.
But of course this is a bit of work and might break other things in the upgrade process.
Upgrade to a newer version of Xpad manually.
This means roughly the following steps.
Download https://launchpad.net/xpad/trunk/4.2/+download/xpad-4.2.tar.bz2 (or a newer version if available). Be aware the v4.3 (which is in development) is based on GTK3 instead of GTK2, which might not be available in Precise.
Unzip it to a temporary folder.
Open a command-line, navigate to the folder and enter the following commands.
./configure
./make
sudo make install
