Public bug reported:

It was decided during the 2013 Three Nights of Xubuntu to add apt-
offline to the desktop seed.  Once it is added (see
https://code.launchpad.net/~skellat/ubuntu-seeds/xubuntu.saucy-
aptoffline-addition/+merge/165516 for further action) it then needs to
be added to the metapackage so we're including it beyond just the
dailies that are being built.
