This 4k is only for the simple 1D case illustrated by figures. And if you look at the corresponding figure, it is in fact one mass with two springs (like one sphere with two contacts). So, the term coming from one contact is really 2k, wich gives the sqrt(2).

In fact there is no sqrt(2) factor in PFC manual if we consider the MDOF system. They take an equivalent system where the stiffness is equal to 4k being k the stiffness of each spring. At the end there is no sqrt(2) factor in the computation of the time step.
