Hello,
from your question, it is not very clear for me what you want to do.. could
you please be more specific and maybe give an example desired result? it
will help us to help you :-)

a repulsive force between particles is activeted as soon as there is an
overlap, exactly for the reason "to limit movenemt and contacts of
particles".. So one way is to increase stiffness of the material. You can
also apply some boundaries (see e.g. [1]) to limit movement.

You can also apply force directly on particles [2].
