yes, it can be.. How it is done is completely up to you and your script..
If you request to delete them by O.bodies.erase, then they are deleted. If you want to delete 15000 particles each time step, then of course it cannot be done just once at the beginning..
If you do it just once at the beginning, they are deleted just once.. But if you delete them just once at the beginning, do you need to insert them at all?
