sorry, haven't noticed this. For sure, 0.9 is too little (not too high)
value. Use 1.0 (default) for these kind of tests, then decrease the
value if needed. Because of the exponential character of the softening
law and significant  non-linearity between damage value [0-1] and
relative strength value [0-1], the values like 0.999999 could be OK. 0.9
is really too little.
