Actually openfoam is not confirmed to work on newer ubuntu. In the
gitlab CI pipeline we have openfoam test running only on ubuntu 18.04.6:

The following lines are executed in this test:

For start you could try installing on your ubuntu 18 all the packages
which are listed here: https://gitlab.com/yade-dev/docker-
yade/-/blob/ubuntu18.04_foam/Dockerfile this is how the docker image
with ubuntu 18 was prepared to run these tests.
I have never used openfoam though, so someone who uses it could probably
help more.
