What do your permissions look like for core.rc? Mine is like this (Red
Hat):

Something is messed up with the file permissions. Are you installing on
an NFS share? If so, there could be problems with permissions along the
lines of: https://lists.launchpad.net/openstack/msg08933.html, which I
have myself encountered in the past. If this is the case, try to do a
separate fresh install from scratch and make sure you're not installing
on an NFS share.

If you're already not installing on an NFS share, you can try renaming
core.rc to e.g. core.rc.bak and re-run the install (so Anvil will create
core.rc fresh again, which may make it prompt you for passwords again).

Are you using Ubuntu, Fedora, or Red Hat? I could try to reproduce
what's going on myself and hopefully be of more help.
