  Can't show all  translated i18n messages

Bug description:
  In spite of the nova translation has been completed for some languages
  such as Simplified Chinese (zh_CN ) and the PO file has been compiled
  into MO file by using Pybabel tool, not all of the translated  i18N
  messages show in logs or console.   you will see messages for both
  languages mixed together. This might be caused by the problem of
  gettext.install() which requires to be correctly called and executed
  when initializing at __init__.py in seperated process.
