  "Select all" checkbox not behaving as expected

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  An odd behavior can be seen on tables when selecting and deselecting
  checkboxes.

  When selecting the "Select all" checkbox (the first checkbox in the
  column), one or more checkboxes can be deselected and the "Select all"
  checkbox won't be deselected.

  When selecting *all* checkboxes (by hand), the "Select all" checkbox
  won't get selected.

  Nowhere says that it's purpose is to "Select all" other checkboxes, it's just something that the user may feel.
  But if that is the case, the behavior it shows is not like a regular "Select all" checkbox.

  Steps to reproduce the bug:
  There are various ways, but one is like follows
  1. Go to any table and click over "Select all" checkbox (the first one)
  2. Play around selecting and deselecting checkboxes
