  Allow different logos for the login (splash) screen

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  For branding purposes, we like to replace the OpenStack logo on the
  login (splash) page, but leave the OpenStack logo on all the other
  pages alone.  We may or may not be alone in doing this, but it's
  rather trivial to facilitate this for other users.
