  Refactor dropdown arrow button

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  In instance or image table,  the dropdown arrow button displays the
  first available action by default, which is ambiguous for users. It
  would be better if we refactor dropdown arrow button in a way more
  explicit.
