  Resize fails when using postgresql and when the request body sends

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  flavorid is string type in the db and we should force it to be string
  as early as possible in the api. Mysql silently accepts both types but
  PostgreSQL expcets the right data type.
