Tests for domain-scoped tokens
- Fixes bug 1131292: catalog returned with unscoped tokens
- Fixes bug 1131294: X-Subject-Token not returned on token validation

Bug description:
It's misleading to provide an empty catalog, which implies that no
endpoints are configured, when the user simply does not yet have
access to any openstack resources and therefore does not have access
to a service catalog at all.
