I have verified this has been solved by a recent commit which avoided
raising if the lswitch for a given quantum network is not found on NVP

  Nicira plugin tracebacks when deleting DHCP port

Status in OpenStack Quantum (virtual network service):
  Invalid

Bug description:
  After deleting a network with an active DHCP port, the following traceback is observed: http://paste.openstack.org/show/29129/
  Apparently, the root cause for this failure is that the port has already been delete, as it might be expected.
  However, we should not go to the NVP platform, where the port has been obviously deleted.
