Marking this as invalid for keystone as I believe this issue was caused
by keystoneclient and is now fixed. Please re-open if I'm mistaken.

Bug description:
  In python keystoneclient, when passing tenant_update an empty string
  or None for the description, the updated tenant description is not
  modified.
