It's been well over a year since this was opened, so it looks like
nobody has wanted this bad enough to work on it yet.  I'm going to
transition the bug to "Opinion / Wishlist" state.  I also linked this
bug to the nova-v3-api blueprint so that it is considered by those
looking at the next version of the OpenStack API.

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:

  When using the OS API, the state of an instance is generally just ACTIVE or BUILD. "BUILD" is hiding a lot of different
  situations - using the EC2 API you can see pending, terminating, networking, ... 

  We need this additional state to be surfaced in the OS API also.
