Bug description:
In order for the metadata access network to work, overlapping IPs must
be enabled in Quantum.
Otherwise the creation of the metadata access network will fail when
more than one router is configured as there will be an overlap on
169.254.169.252/30
Note: we could partition the link-local address space enabling up to
8192 routers to work with non overlapping IPs, but this is probably a
complication that we would prefer to avoid, at least for the grizlly
release (especially as overlapping ips should be the 'default'
options).
The fix for this bug should prevent metadata access network from being
configured on the NVP plugin if allow_overlapping_ips=False
