Bug description:
If a router interface subnet is deleted via DELETE /v2.0/subnets, the l3 logic is not aware of this change.
For this reason the metadata access network is not destroyed if the subnet being removed is the last one on the router.
As a consequence this prevents the router from being deleted because
there's a metadata access port on it (which is also created in an
admin context).
