No one has been complaining about this, so it probably isn't worth fixing.
The rules need revisiting in the light of quantum anyways.

Status in OpenStack Compute (Nova):
  Won't Fix

Bug description:
  On XenServer / Xen Cloud Platform, dom0 management traffic is not
  allowed to flow when the dom0 IP address is on a VLAN.  The Open
  vSwitch rules end up blocking traffic.
