  Invalid

Bug description:
  with devstack, I created a new network and tried to use it to nova boot an instance, but failed:
  nova-manage network create private1 7.7.7.0/24
  nova boot --image 8f3a5413-045c-4556-8d5c-3ce82968e312 --flavor 1 --nic net-id=23a03e62-5455-4e03-896e-60c45cb16bc8 mysever
  ERROR: The server has either erred or is incapable of performing the requested operation. (HTTP 500)
