  all the networks are used for vm creation even with other tenants'

Bug description:
  I have created three networks, one being without project specified, one belonging to demo tenant, and one being for admin tenant:
  root@robinubuntu:~/devstack# nova-manage network list

  When I start a vm, the vm has three IP allocated,  one from each
  network.

  I think vm's expected networks should be: public network ( without
  project specified) and the one belonging to the tenant.
