  attempting to create a public domain with wrong permissions causes
  stack trace to the user

Bug description:
  Trying to run:

  nova dns-create-public-domain somedomain.com

  as *not* the admin user, causes the following stack trace to be
  displayed to the user:

  ERROR: User does not have admin privileges

  The error is correct, but we shouldn't be passing back a giant stack
  trace in the process.
