Title:
  Folsom, strange behavior in quota_usages

Status in OpenStack Compute (Nova):
  New

Bug description:
  Openstack Folsom
  Nova+Nova-network, multi_host

  A project is created with one member. One admin user is already
  created.

  When the member creates an instance and terminates it, instances in
  quota_usages table (nova database) is well updated (+1 instance, -1
  instance).

  When the member creates the instance, instances quota_usages is
  correctly incremented but when the admin terminates the instance,
  instances quota_usages is not decremented. Thus, the project quota
  limit could be reached without effective running instances.

  Strangely, in Horizon, in the launch instance window, quota usage is
  reported correctly, the member can try to launch instances but hits
  the limit with an error during launching.
