[Bug 1164147] Re: cloud-init should invoke 'dist-upgrade', not 'upgrade' for apt_upgrade

cloud-init (0.7.2~bzr809-0ubuntu1) raring; urgency=low
* New upstream snapshot.
* make apt-get invoke 'dist-upgrade' rather than 'upgrade' for
package_upgrade. (LP: #1164147)
* workaround 2.6 kernel issue that stopped blkid from showing /dev/sr0

Bug description:
currently cloud-init invokes 'apt-get upgrade' if its told to upgrade
the system.
The place where this would most likely be seen is if you had:
apt_upgrade: true
and there is a kernel upgrade, you'll not get the new kernel.
Thats both a plus and a minus as you wont get the new kernel
installed, but your reboot will boot the kernel that is known to boot.
